Proposal template with standard headings, bullets, etc.

I created a document that I need to be able to use over and over again. I
want to be able to simply go in and, for example, insert a heading that
matches all the other headings in the document. How do I do that without
copying and pasting previous headings? The headings also need to
automatically number themselves as I, II, III, etc.

This template must have the same margins all the time, and must use the same
bullet and number formats, etc.

How in the world do I get started? Thanks!

You are describing a Template which you would create a new document from.
Have a look here for info:

This will also answer your second question, namely creating Styles in your
template to do everything that you want to do, not just Headings.
Check out:

and the rest of this very good site. http://www.shaunakelly.com/word/

Welcome to the world of Word Styles and Templates ;-)
These sites should get you started.
Best of Luck
