"Properties" and "Sharing and Security" folder options DOA...

I'm running XP Pro. When I right-click on any folder on my
C drive the context menu opens as usual, but when I select
the "Security and Sharing" or "Properties" options nothing
happens. All the other menu options work--i.e., Explore,
Open, Delete, Rename... It's only these two that are dead
even though they're not grayed out. Is this a registry
setting or security issue? I have run sfc and even
reinstalled XP Pro and used a registry cleaning utility...
I appreciate (greatly) any help anyone can give on this
problem. It's the most annoying thing in the world--since
I'm trying to share files on my home network.

Perhaps a required system service isn't running. Are there any
relevant messages in Event Viewer? To run it, click Start | Control
Panel | Performance and Maintenance | Administrative Tools | Event
