Proper address for a former state governor in the inside address

What is the proper address for a former state governor in the inside address
and the salutation?
 
Just like a former president, he should be refered to as Governor. If you
want to get technical I believe the proper salutation is Right Honorable
Governor So-and-so..

BTW this is a discussion group for Access the database product, but I really
liked your question so I responded!
