Prompt to save .txt file not open right away in browser window

In Windows 2000 with IE6, I'm usually prompted to save .txt files that I
download from the Internet but in Windows XP with IE6, IE loads the .txt
files right in the browser window. Is there anyway to prevent this?

Instead of clicking on the link or using its Open command,
right-click on it and use its Save As... command.

But is this a browser issue or a web site issue? I know I can use Save
Target As... but is there anything in Windows XP that makes IE6 behave like
this?
