no prompt or downloading when clicking on link to file of some types

two systems WinXP pro SP2 with IE6 SP2
when clicking on .txt-file both indicate some activity but result is nil: no
prompt, no download
when clicking on .ppt, .zip one prompts for download, the other behaves like
for .txt

what's wrong?

There may be no program associated with the .txt file type. Go to My
Computer, Tools...Folder Options...File types. Scroll down to the .txt file
type, make sure it says "Opens with" Notepad. If not, click the Change
button. Check the other file type settings between the working and
non-working systems.

All filetype associations are correct.

I would like to add:
- when using other browsers (Firefox 1.5, Opera 8.5, Mozilla 1.7), the text
file is directly displayed and I receive a prompt for the other files.
- it doesn't matter whether the server is local (own LAN) or remote (ISP).
