Promoting a DC

necessary properties for the machine account servername$
"Access is denied. "
we checked the policy and still no luck.

Did you used the administrator account during promotion? Have another server
with the same name exist in the domain, if so, delete old references.

Thanks for your reply but I did all the above sUggestion
and no luck still I went to article 250874 and I renamed
that server and it never had a server with the same name,
