programs that run in background slow

hi everyone i have a very slow computer it has a 750 HD and one full gig of
ram the problem is is that it is slow. when i use the ctrl, alt, delete
function it show 46 programs that are running how do i fix this problem i am
at a loss as to what to do it should not take forever to just open the
control panel plz help any replys to my email will be welcome ty

Yes, that is, indeed, a problem with recent Microsoft operating systems and
the people who create Windows software. Everybody seems to think that their
particular function is so important that it needs to have processes running
all the time, just waiting to do something*. But, to chase down and
eliminate those processes, you'll need to ask the question in a newsgroup
about the Microsoft Operating System you are using.

* HP thought that about the "all in one" machine I use as my default
printer, but occasionally I'll get an error message that one of their
processes has terminated, asking me if I will allow sending Microsoft an
error report, which I always do. But, I never stop and reboot, and I've
never had any function of that box fail after such a sequence of events.
That leads me to believe the processes are hovering like vultures, waiting
for a fax to arrive, or ??? My machine is fast enough, though, that I
haven't done the "search and destroy" that you may want to do.
