Program uninstalling -still remains program folder

I have installed program, then uninstall it use Windows "Add/remove program"
option. But I find that windows program folder still contain this
application folder: C:\Program files\App name - with some logs (even though
without app files). What is the reason? Is this due windows problem or due
apps itself has been written ugly?
Is the manualy removing that folder safe?

to say it in MS words: it's a feature, not a bug
just delete the folder, no worries

Yes, you can remove it. If you do a search of the C:/ (with Advanced Options
checked) you'll probably find others. Sometimes the program will get
reinstalled in the future and the user's past settings are preserved. Though
I'd prefer all folders were uninstalled because most likely I'll never
reinstall an application I have already uninstalled.
