Removing program files

I noticed that WMcashe.exe within a program folder of an application that
has been removed is still running. I removed the application with Add/Remove
feature but the programs folder still remains along with files including the
uninstall application. Running this does nothing. How would I go about
deleting this and maybe other programs that remain after uninstalling them?
I want to avoid registry cleaners as I have read they are not a good idea.

It looks like a spyware app, possibly Winfixer. You can get expert
