Program title bars not opening in taskbar

At the bottom of my screen, where the start menu button is located, the title
bars to any open program are not appearing. I am having to use the "alt +
tab" method to switch in between open programs. Can anyone tell me why? And
can anyone help me in getting these title bars to appear again?
