If _all_ sounds from _all_ programs have gone, then:

- if you double-click on some .wav file while you're
in My Computer, does the file play?
- are you getting routine sounds like the greeting
when you reboot, and whatever sound plays when
you receive mail?
- then if _nothing_ is producing a sound, are your
speakers firmly connected, with the volume
control turned up? Does one of your speakers
have a powered-up light lit up?
- does your keyboard have a mute key, and have
you pressed it? I've done this myself, and then
forgotten to unmute.
- have you muted from a program, such as Media
Player?

The way out of any of the above situations should
be obvious.

I cannot assign sounds to my program events. I can play the sounds, but I
cannot assign the sounds to an event

Do you have your suport disc?update the driver with inserting the CD,I had
similar problems with no sound at all.
