Program permissions

I was wondering if it was possible to block specific
username's access to programs such as Nero C.D burner,
without uninstalling the program from every username?
 
See www.dougknox.com, Win XP Utilities, Windows XP Security Console. The licensed version will allow you to control access to specific programs.
