It depends on the program. But you can also move the program from All Users
to just your profile. Now if the other users would know the exe filename for
that program they could still browse to the folder where it is installed and
start it from there but it would make it more difficult. Also, if the other
users don't have admin rights on the box, you can restrict the access to the
folder. That way they would not be able to start the program.
