Program menu from start empty.

When I click on start>programs> I get the word (EMPTY). There are no programs
listed. If I right click start>explore>programs, they are all listed. I have
called Gateway, as this is an OEM install and they instructed me to do a
window xp repair. I did and this did not work. Help......... Joe
