When I press ctrl-alt-del I find the Task Manager's window is incomplete.
ie there are no tabs across the top to show running processes and alike. I
can still force quit programs but not processes. Also the X 'close window'
part is missing so I have to alt-F4 to shut it.
Is there an easy way to fix this? I have reinstalled my XP Home but alas...
the problem persists.

Reinstallation is way overkill. This is actually a feature, not a
problem (it's not a feature I find useful, but it's by design).

You're running Task Manager in what's called "Small Footprint
mode." To toggle between regular mode and Small Footprint mode,
double-click just inside the border of the window.
