when I click "start" then select "programs"... the list opens showing only
about half a dozen applications... to expand the list to see the all of
installed programs I have to click the double arrows at the bottom of the
list... How can I change this setting so the program list opens already
expanded to show all of the installed applications?

Right click your Start button, left click Properties, click to select the
option Classic Start Menu, click the Customize button, click to remove the
checkmark to the left of: Use personalized menus, click the OK button, then
click the APPLY and OK buttons on the remaining window.
