Program installs under different user accounts

I have 4 people who use Windows XP with different profiles. Who ever installs a program under their user account it shows up on everyones desktop. Also program popup on all user account when we want only one users account to receive the popup. Is there a configuration that can change this. I couldn't find anything on this

1. In the C:\DOCUMENTS AND SETTINGS folder you can find a separate
folder for each user profile as well as an ALL USERS folder that keeps
items which should be available vom all profiles. Make sure that the
icon is present in the DESKTOP folders for the userprofiles where you
want to see it and not in ALL USERS\DESKTOP.
2. You can also find START MENU subfolders in these folders to create
personal Start Menu entries. Put a shortcut to the application in the
STARTUP subfolders of the personal Start Menus for which you want to
start the program with Windows. Then remove all other startup entries
for this application, which may be present at
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunServices
in the Registry or in the folder
C:\DOCUMENTS AND SETTINGS\ALL USERS\START MENU\PROGRAMS\STARTUP

Thank for the information. That worked. If I install a new program is it going to put in under alluser desktop or only my user profile?

Programs installed by an admin will install to All Users or it will ask. A program installed by a user will install per-user only. Many programs can't be installed by a user.
