Program Files folder used by operating system

I recently had to reinstall XP Operating System over the top of the current
and now I find that I cannot share out my program files folder. When I click
on Saring and Security everything is grayed out and a message at the bottom
says "all th options on this tab are disabled because this folder is used by
the operating system." Does anyone know how to enable this folder (to take
it back from the operating system)?

Is simple file sharing active?

1. Open My Computer and click Tools | Folder Options | View.
2. Scroll to the end of the advanced settings.
3. Un-check "Use simple file sharing (recommended).
