Can't seem to Share Folders

Clicking "Security and Sharing" on any folder in my system brings up a
Properties dialog box. The entry in the top portion of the dialog box is
grayed out. The bottom entry under 'Network sharing and security' contains
the statement: "As a security measure, Windows has disabled remote access
to this computer. However you can enable remote access and safely share
files by running the Network Setup Wizard". I have run the Network Setup
Wizard (many times) and it doesn't seem to do a thing. Please help.

Boot to Safe Mode (F-8 on restart), and log on as the default "Administrator"
account. Home Edition only changes folders not in 'My Documents' that way.
