progman.exe is Program Manager, the Windows 3.x style Program Manager.

Start | Run | Type: progman | Click OK

Or navigate to
C:\WINDOWS\system32\progman.exe
and create a shortcut

I have 5.1.2600.2180 (xpsp_sp2_rtm.040803-2158) and that doesn't react if I
double click the file itself or via a shortcut.

Perhaps that is the problem David is having, some google links suggest it
was disabled in SP2.

Since a newer version of progman.exe was included with XP SP2, I don't see
why it would be disabled. Why would MS bother to include a new version.

I checked my registry as you have listed and it seems ok, although I'm no
really bothered whether "progman" works or not. It looks like David has
found one of the links from a MS site:

With SP2 Microsoft 'disabled' the Win31 style Program Manager
by replacing the progman.exe with a dummy.

Get a progman.exe from XP SP1, rename it to progman1.exe or
whatever, put it to System32 and get the Win31 feeling :-)
