I have an xp pc that has 2 admin accounts and 1 operator account is it
possible to have the user account stripped down i.e.: no games no programs
and so on and to have the admin accounts stay the same. The solution must
not involve server profiles as this is a stand alone pc.

Look at the MS Shared Computer Toolkit if you have Home Edition. If you
have Pro, use the Group Policy Editor to set desired restrictions. For
questions regarding the Group Policy Editor, post here:

Malke, i do have pro but does GPEDIT.msc not apply to all users or am i
missing something and you can apply the settings in gpedit.msc to individual
users?

Since you have Pro, create new user *groups*, add users to the groups
and apply policies to them. Ex. - you have a folder that should only be
accessed by Marketing. Create a new group called "Marketing" and add
users to it (including yourself, of course). Set permissions the way
you want. Now only users who are members of the Marketing group will be
able to access the folder. Here are some links that may be helpful:
