Processor Speed

Hello
In August I got a Dell Inspiron 5150. It has a Intel Pentium 4 3.06GHz
processor. When I right click on My Computer and click properites it shows
the computer info. After it lists the processor specs it says 1.59 GHz. I'm
wondering if that what the lap top is running at. It feels like it's running
at 1.59 GHz. How do I make it run at 3.06?
 
Running on batteries or on AC power ?

1.59GHz looks like almost 1/2 of 3.06GHz, heence I assume Hyper Threading is
not enabled.

1.check if HT is enabled in Task Manager/Performance - 2 windows for "CPU
Usage History". Windows Task Manager (WTM): ctrl-alt-del.
2. if HT is not enabled (1 window in WTM), check BIOS for CPU
settings/performance or similar. Enable HT.
3. if HT is enabled in BIOS and is not detected by XP, you have the wrong
HAL version; generally, prepare for a clean install of XP. Repost for
details.
4. download a diagnostic utility from the web - CPU-Z or similar - and see
what you get.
