Processor runs at half speed. Any adjustments cause Vista to reboo

I was running XP Pro with AMD XP 3200+ running at 2.2 Ghz, but was starting
to acquire software requiring Vista. So I upgraded to Vista Ultimate and
everything seemed well ... until I attempted to run said software. To my
dismay, I found my computer running at 1.1 Ghz ... yuck! Being semi
intelligent, I immediately entered my bios setup and made the appropriate
adjustment to get my computer back up to speed. Again all seemed well and the
processor was acknowledged as an AMD XP 3200+ and the frequency was 2.2 Ghz
.... After the initial data gathering and displays all of which was proper, it
came time to load the OS … immediately my computer reset and then rebooted.
This was a repeating process. I started backing off the frequency setting
from 200 to 166 to 133 and back to 100. All cases except for the original
setting of 100 resulted in a failure to load the operating system as
expressed above ( while running XP, it was always at 200, but could be ramped
down if there was some reason to do so). I don’t know where else to look
being completely unfamiliar to Vista. Please Help.

in vista set your power plan to HIGH PERFORMANCE.
most likely you are using POWER SAVER which locks the cpu at 50%.
it is the over clocking that is causing the crash.
