Processor Overheating (Running at 80 C)

I am having the worst time cooling my processor.

processor Temp 75-80C
Case Temp 46C
Harddrives temp 45C

My Specs:

CPU: P4 1.5 at at 1.7V.
Thermal: Arctic Silver
Fan: MadDog PowerChill P4
MotherBoard: ABIT BL7
Harddrives: IBM DeskStar 15Gig
2 Maxtor 80 Gig
Ram: 512MB PC133 SDRam

I have tried underclocking to 1.2 with the same results. Any ideas?
Could it be my Powersupply? Is it time to replace the CPU? Any help is
much appreciated!!

Did you put the CPU on ?? if so you did it wrong, you have the cpu
cooler on the right way up right ???, the fan is supposed to be on the
top ?

Sounds like you need case fans BAD 45 case temp ????, try a 120mm
bottom front case fan and two rear 80mm case fans, then your cpu might
get some cooler air to make it run cooler.

120mm blowing in, or 80mm depends what you can fit and the 80mm at
back blowing the hot air out !!!

Anyone of this sinking in ?

If so let me know, my temps case 23c CPU 36c, 2.5ghz

How did you measure the temps? Did you put your PC in a furnace ???
Seriously, all those temps are extremely high. Did you check if the fans are
runnig? Anyways, avoid to use your PC further in such circumstances.
