Processes won't terminate

Hi everyone.

One my XP machine, when run a program and quit, often the process
doesn't stop. Looking at the Task Manager, the process is still there,
eating at memory and CPU usage.

I also had the same issue a while back. I couldn't for the life o0f me find a
solution. After much trying I gave up and just reloaded windows and now works
like new.

Reload meaning reinstall?
