Processes 8% CPU 100% why

In Task Manager in the CPU column, processes
total around 8-9%.

Yet in Performance tab CPU useage shows 100%,
and the HD light is almostly stadily on,when I am
doing nothing.

Why so much cpu useage?
And why isn't the cause shown in Processes
in the CPU column?
There seems to be no associated network activity,
I might assume it's something to do with indexing,
it's not malware scanning, as I've turned these off.
I'd like to know what's going on.

Right click on any disk drive icons to get properties and uncheck "Index
this drive" - see if that stops the light.

Seems some machines are bad, some are not, no idea why.

If you find this slows searching then adjust the parameters in search
but I don't use search much so the time is simply wasted.

I just had that with my system, out of the blue, CPU ran at 100% (only on
one core though) and the drive light came on steady.
The performance monitor showed a networking process as the culprit,
svchost.exe (LocalSystemNetworkRestricted) was maxing out the CPU
I booted into safe mode and turned everything off, and then started to turn
them back on one by one. When I got to TC/IP NetBios Helper it started
again.
I have no idea what happened to make it do this, it was easier for me to
restore an image than hunt down the fix.
