running xp pro and i go into task manager. it shows
system idle process using 95 to 99% of my cpu all the
time. this has caused some slow down on my machine. i was
woundering if this is normal and if there was something i
can do about it. also what exactly is this process?

It is normal, kind of like twiddling your thumbs while
waiting for something to do.

It means your CPU is really only 1-5% doing some "real work"

Something else is affecting performance. Idle means the same here as it does
in life-doing nothing. Check out the performance meter. It'll be at 5% when
the system idle process is at 95%.
 
When you open up task manager under system idle processes
does it show 1% to 5%?
Idle process means resources available,if it reports 95-
99% that means your computer is using 1-5% of its
available resources or 95%to 99% free

"System Idle Process" is not any problem at all. That's just the
name for what the system is doing when it's not doing anything.
It's there to make the total add up to 100%

System Idle process is the system twiddling its thumbs when there is
absolutely nothing to do. So at that level suggests you don't have
anything much trying to run
