Problems With Windows Task Manager

I'm surifing the net when my computer freezes. No big, I'll Ctrl+Alt+Delete
and close the program. Then I get this message

Task Manager
Task Manager has been disabled by your administrator.

I'm the Administrator, and no I didn't [disable task manager]. I've looked
up a bunch of Microsoft Help and Support stuff, ran the Wizard (which hasn't
solved any of my problems ever, but that's neither here nor there) and now
I'm posting on this form. I've run searches searching for 'Task Manager',
and while I got six resultd (I believe it was six), none of them helped me
solve my problem.

I've gone to the Control Panel and tried to find the whatever it is that
disable/enables Task Manager but the closest I came was the Task Manager.

Um, how do I say this? Help! Please

I'll bookmark this Form and check back in an hour, tomarrow, next week, the
week after and so on in that fasion until an answer can be found. Also, I
will leave my e-mail address (but not my MSN address, incase the problem
stems from some virus or hacker) so feel free to e-mail me anything about the
problem.
