Problems with the Task Manager

Has anyone experienced a problem with the task manager,
when you bring it up, there are no tabs or even the close
box X. It just defaults to the window showing the tasks
that are running. the only way I can close it, is by
doing Alt-4.

I havent been able to find anything on this.
Help?

Double-click on the grey window border.
