Problems with Safe Mode

Hi,
I recently had to put my machine in Safe Mode on returning to
normal I now have a screen that appears after the bios screen which
gives some options about starting in Widows XP and some other mode.
the screen only appears for a couple of seconds then the computer
starts normally. I have never seen this screen before I used Safe
Mode.
What is it and how can I get rid of it ?
Sorry if this message appears a few times my news server is having
problems

How did you get into Safe Mode?

Step 9. When are finished with your tasks, complete steps 1-7 again, but in
Step 6 this time uncheck the checkbox labeled "/SAFEBOOT". Then click on the
General tab and set it for Normal startup.

Step 10: Reboot the computer back into normal mode.

I have a related problem in that when I try to set the system config back to
normal mode, the /SAFEBOOT automatically checks and the system boots to
Safemode. I can't seem to get it to boot normally...every time I uncheck the
/SAFEBOOT option and then check Normal mode, the /SAFEBOOT option is checked.

Suggestions?
