Problems with Repair/Uninstall IE6 in Win 98

I am running IE 6.0.2800 on a Win 98 machine (I know, getting a new machine
would sovle the problem!), and it is crashing/freezing up continously.
Usually I can repair, but even that is not working. I go to Add/Remove
programs and click on Microsoft Internet Explorer 6..., and click Add/Remove
button. The box with the three options (Repair, Add, Restore (which is not
available)) comes up and i choose repair. The repair fails and i get an error
message saying a file named CSSEQCHK.DLL is missing so repair cannot happen.
I have checked the KB for that file and came up blank.

I have no idea how to remove completely outside of the Add/Remove program,
so I am stumped. Can someone help so I don't have to do a complete Windows
reinstall.

Thank you very much for your rapid response. I did what you suggested, and
instead of a full reinstall, it appears that the only program the installer
updated was the Windows Update program. The full reinstall file wasnt
downloaded or installed. I ran repair again from the Add/Remove and the same
error about the missing file i mentioned before popped up. Any further
suggestions would be greatly appreciated.

http://www.tacktech.com/display.cfm?ttid=176
"Visual aid for saving IE setup locally".

Then reinstall IE directly from your hard disk.
Disable your AntiVirus Auto-Protect temporarily.

In Win98 (only), you can overinstall IE:

First, close *everything* via CTRL+ALT+DEL except Windows Explorer (includes
your AV program, Scheduled Tasks, Screensaver, and going offline).
Start>Run>IE6Setup.exe. Select Minimal - Custom; Select all the parts you
use, including OE (but none you didn't originally download) and overinstall.
Should take about 2 minutes. Reboot the computer.

Now, with AV and all other running processes still closed, be sure to check
in at Windows Update for additional updates and patches you will need.
