Problems with personalization and such.

Any time that I am in the control panel, particularly the personalization
section, if I attempt to open anything a new window will appear but quickly
vanish, because of this I can't change my background, install new fonts, ect.
Does anyone have any ideas as to the problem and solution?

Look at what happened to Frank and Jupiter Jones...

they have become drones of the vistabog
 
I tried that and the window that comes up goes away within a second. Any
other options?
 
Can you attempt to do a System Restore? If that that does not work, I would
Boot off your Windows Vista Installation DVD, choose the System Recovery
Option > on the setup window, choose Repair > select your Installation > on
the list of options choose Startup Repair.
