Problems with "numbering" styles

I am using Word 97, and having tremendous problems getting "Numbering" styles to stick. I create a style (for example, List1) and I tell it to start numbering at 1. THen I create a different style (call it List2+) and tell it to start numbering at 2.
When I apply these styles, they continually revert to behave as if the numbering is continuous from previous ordered lists.
Note that there is noplace in the Style dialogs to specify "continuous" vs. "restart".
So in every case, I have to click on the numbered list item, go to Format > Bullets and Numbering and click Restart Numbering. I have hundreds of pages to work on, so I don't want to have to do this every time. Plus, I'm not sure that even this is "sticking.
I am using a customized template, and it does not matter how often I tell the Style dialog to update the template
Please help!

If you want all of your numbered lists to use the same numbering
formatting (for example, if all of your lists should use Arabic
numbering), you can use a single paragraph style and then apply
the techniques described at:

A different approach, which also gives you full control over
numbering, is to abandon Word's list numbering entirely, and use
SEQ fields instead. (The main disadvantage of SEQ fields is that
they don't update automatically. However, you can force an update
by selecting the text and pressing F9. It is also a good idea to
make use of the option to update fields on printout.) You can

Suzanne, these numbering styles are not my own; they were originally set up by the company I contract for. It is my job to try to make them work. By the way, they work that way in FrameMaker.
Thanks for the links, anyway.
