Problems with menu, etc. bars

Somehow all my bars--menu, address, icon, google, etc.--
all got onto one row. I thought I could drag and drop them
into different rows but they do not respond to attempts to
drag and drop. How can I get them back to being on
different lines in the browser?

right click -> unlock toolbar
see the vertical line next to vertical dots (.)
drag from the vertical dots.

i have top bar with buttons-address-icons and
second bar with 14 'links' buttons with 10 sites across
the screen...takes up less then 1 inch and links real
close.
