problems with forwarded .eml messages

whenever someone forwards a .eml message, after
downloading the message from hotmail, I receive the
message "OE removed access to the following unsafe
attachments in your mail". How/where do I go to allow me
to make the decision if the mail is "unsafe"?
Any help would be appreciated!
