Problems with File and Print Sharing binding on Local Area Connect

I've got a laptop that was reported to not be showing up when browsing the
network through Explorer. I checked the advanced network settings and found
the binding for "File and Printer Sharing for Microsoft Networks" box was
unchecked for Local Area Connection only. I checked this box and it showed up
and was accessible, until it was rebooted. After reboot, the binding is
cleared again. The system has 3 network connections listed in this order:
Local Area Connection, Wireless Network Connection, and 1394 Connection.
Everytime the system is rebooted, this binding is cleard. How can I resolve
this?

This is one of 2 like laptops and the other one has no problems. The only
difference between the two of them is that one of them had sysprep run on it
before a disk image was captured, but I don't remember which one. Other than
that they have the same factory build.

A program installed on the computer might be changing the setting.
Possibilities include a firewall, antivirus, network security, or VPN
program.

I am having the exact same issue, and it has been driving me crazy for months.

I am running Vista Ultimate, and I have Comodo Firewall Pro and NOD32
antivirus installed. I tried disabling both the firewall and the antivirus,
rebooting, checking "File and Printer Sharing for Microsoft Networks," and
rebooting again. Once again the File and Printer Sharing binding was
unchecked, so I don't think that either the firewall or antivirus apps are
causing the problem.
