Problems with All Programs

My All Programs menu bar doesnt work. I click on it and nothing happens.
I have alreasy tried to fix it by right clicking on the start
menu-properties-customize... but here is where my problem comes: there
is no option to unchech or check "scroll...or perconalized....) how can
i fix my all programs to show me all my programs when i click on it????
Help...Im soo frustrated.. Thanks !!!!!
 
No. Im saying that after i right click on the start menu, then click on
properties, then click on customize in the start menu tab, after i
click on that, then i dont have the option to check or uncheck
"scroll...." im not sure what exactly its called. (i was reading other
post and that was one of the solutions they said.) But i dont have that
option so i wanted to know how i can fix my problem.(heres my problem:
When i click on the start menu and point my cursor on the "all
programs" nothing happens. Usually its suppose to pop up all my
programs, but nothing happens...how do i fix it???
