problems when viewed in Netscape

I'm having problems with a site that I have created using Frontpage 2003. I
can't use my links when viewed in Netscape. I know that there is an
absolute positioning problem, but will this cause the links to not be
available? The site is www.nmcs.us
Any help is appreciated.
