Problems Setting Up Navigation Bar

I have a client that is using Frontpage (I believe 2000). They have created a web and has multiple pages in at least 3 levels. Her problem comes on the setup of her navigation bar. She has the settings to show parent, siblings, and children but on one of the pages it shows the parent and all children but no pages on the same level. Any idea what might cause this problem and what to do to fix it? You help is greatly appreciated
 
Its not a problem per se, just a matter of figuring out what level navs you want to show (and it can get confusing), but keep in mind you can have more than one nav bar in a column or row too, so you can have child under home, global, whatever all in the same column or row...it takes a little playing around with but it's pretty easy once you try it.
