Hi James,
First, please check the system and make sure there has no virus.
The issue may be caused by the software conflict.
Let's do the following steps.
1. Run msconfig to load the Microsoft Configuration Utility
2. Go to the Startup table
3. Uncheck all items
4. Click OK and restart the computer
5. Let's see whether we still encounter the error message
6. If yes, please recheck all and skip all rest steps
7. If no, let's add one item in the startup table and restart the computer
to see whether that one cause the problem
8. We can isolate the culprit very soon
If this still does not work, try to test whether the issue still happens in
the Safe Mode.
Please also logon the computer as the computer administrator to run the
setup.exe and check whether you still get the error.
If the computer does not logon to a domain, we also can try to create a new
user with the computer administrator permission. Logoff the current user
and logon with the new user. Test whether you still get the error in the
new user. If not, the original user profile is corrupted. We can use the
Files and Transfer Wizard to transfer the files and settings to the new
user.

Let's see whether the above suggestions can solve the problem.
If not, please tell me the result of the above suggestions and I will
continue to help you.
Please also check whether you can find the related error in the Event Log.
If yes, copy the error and paste it to the reply post.
