Problems installing Microsoft Windows CE .NET 4.2 Device Emulator

I cross-posted because I'm not sure in which group I should pose this
problem.

I have been attempting to install the Windows CE.NET Emulator, but
with no success. I eventually get an error message that says:

(in the title bar) "PBEmulator.exe - Application Error"
(in the body) "The application failed to initialize properly
(0xc0000142). Click on OK to terminate the application."

After this the install process rolls back.

Any ideas?
