Problems creating user account

Each time I create a new account in Active Directory I get
this message:

Windows cannot validate the uniqueness of this proposed
username with a global catalog server because:
local error has occured.
Windows will create this user account, but the user can
log on only after the username is verified to be unique.
For further assistance, contact your system administrator.
 
This could be a DNS issue. Can the machine on which you are attempting to
create the user account object find a Global Catalog Server?
