Problems adding PC to Network

Have network in place. Shared Broadband internet connection, via Netgear
boxes. Have an old PC I'm trying to add. (PII 333Mhz, 96Mb RAM, 6GB Disk,
10/100 Ethernet Card, running Win XP Home). PC connected via a router to
Network. IP addresses seem to be a problem. The New PC sees the networka s
connected to a Hub with no internet connection and assigns IP addresses
169.254.x.y under DCHP, and the remainder of the network sees the hub and the
internet connection. Connection Sharing Computer has IP address 192.168.0.1,
other computers have addresses in the form 192.168.0.x (gleaned this from KB
Article 308007). The KB Article states that the addresses need to mtch the
'topology'.

What do I do next to troubleshoot the local PC?

I've run Internet Connection Sharing.
Ping to another computer does not work
Ping to the local computer is fine
 
The pc you're trying to add is not getting an IP address via dhcp. You might
try setting a static one on the 192.168.0.x network. You also may need to
configure your router.

Do all of the PCs connect to the Internet through a router? If so,
you don't need Internet Connection Sharing. If you've enabled
Internet Connection Sharing on any computer, disable it.

To use a router, run the Network Setup Wizard and tell it that the PC
connects to the Internet through a residential gateway.

A 169.254.x.y IP address indicates that the computer can't communicate
with a DHCP server to get an IP address. If that still happens after
configuring the computer to use the router, try the tips here:
