Problems accessing administrative share from a few subnets

I have a Windows 2000 SP4 server that I am unable to connect to the
administrative share for C$ & D$.

I can access it from several subnets but cannot connect to it from all.


In addition from the problem subnets I cannot Mange, RDP, or PSEXEC to
the server. Other, similar, servers in the same subnet do not have
this problem.

I can Mange, RDP, or PSEXEC to servers on the problem subnets.

I have confirmed that the subnet mask and gateway settings are correct
and a route print from this server is the same as other similar
servers.

Our networking guys insist that there is not a problem with the router
because we are only using a Layer 2 switch.

Has anyone seen this before?

Subnets are Layer3
Subnets require Routers (Layer3).
Subnets cannot function with Layer2 Switches.
A "Layer3 Switch" is an L3 Router and L2 Switch built into the same device.
