Problem with Wininet.dll

I really hope someone can help me!

I am running Windows XP home edition and when I go to
shut down the computer I always get a message flash up on
the screen saying "Wininet.dll failed to Initialize".

Does anyone know what the problem could be? and suggest
how this could be fixed so this message stops coming up.

I would be very gratefully if anyone has any ideas if
they could email them direct to me.
