Problem With Windows XP

Right-click a blank area>click on the standard buttons and the address bar.
If "lock the toolbar" is checked,then uncheck it.

Both my IE and Windows Explorer have the same issue. I do not know if I
changed some setting by mistake.

My drop down menus are missing, for example if I go to Windows explorer, or
control panael or IE. Select File, I would expect the drop down box to show
with options such asNew, delete, rename,etc. This does not happen. I get and
empty box and then have to use my mouse to go over the box to populate it.

Any ideas or suggestions? Please help.
