Problem with volume control

I have Windows XP set up on my computer and have had no problems with it,
But I installed a program that I need to be able to control the volume on
the sound card (On-Board Analog Devices AD 1885 AC'97 Codec) I am running my
Shortwave receiver through my sound card with a line in cable everything is
working ok, but when I bring up the volume controls they don't do anything.
I can move all the volume controls up and down and even mute everything and
it does not change anything as far as controlling the sound card.
Any information on this problem appreciated.

Double-click the volume icon in the system tray in the Windows taskbar.
This brings up the volume control tool. Is the input listed in that screen?
If so, is the Mute enabled on that input? Have you tried sliding the line
level slider for that input up and down while the master volume level is
about halfway up? If the input is not listed in that initial volume panel,
are there additional inputs listed under Options -> Properties that were not
enabled? You'll need to enable them to include them in the panel display.
Is the File -> Advanced Controls menu enabled? If so, go select the
Recording inputs to which ones are listed and enabled and not muted.
