Problem with the Internet

Hello
I am having problems with my Internet. When I double click the icon for Internet Explorer, even the start-program-internet explorer, the page doesn't open till about 10 minutes after. I have tried restarting, shutting down the computer, and getting spyware removal programs to help me solve my problem but nothing helped. Please help me, because I have resloved to using Real Player to use the Internet properly.
By the way, when my home page actually opens up, the Internet seems to work fine until I click to open a new window, then the Internet crashes.
