Problem with Tab Contol and Command Button background colors

I am using Access 2003.

When I create a new form and place a Tab Contol or Command Button on the
form the color of the color of the Tab Contol or Command Button is WHITE
rather than the usual GRAY. This happens whether the database was created in
Access 2000 or Access 2003.

When I place a new Tab Contol or Command Button on an existing form
(database was created in Access 2000) the Tab Contol or Command Button is the
usual GRAY.

Why would a new Tab Contol or Command Button placed on an existing form be
the correct color (GRAY) but the incorrect color (WHITE) when placed on a new
form created in the same database?

I have never seen this before, has anyone?

What do I need to do so that Tab Contol or Command Button are the usual GRAY?

That's Microsoft's idea of how to make your form look better.

A2003 also fails to respect the setting if you set the tab control's
BackStyle to Transparent.

In Access 2003, uncheck the box under:
Tools | Options | Forms/Reports \ Use Windows Themed Controls
unless you turn this off.

And unattached labels on the pages of a tab control flicker as the mouse
passes over them too, but that's not as easy to solve:
