problem with synchronization manager

The synchronization manager icon is showing up next to clock in my desktop
screen. When I click on it, the "pop-up"displays: SYNCHRONIZATION
COMPLETE-It says:Errors occured while windows was synchronizing your
data-RESULTS:Offline webpages(Intelligent Explorer(ieplugin.com)on screen
portal)Error Downloading URL.
I have had this icon for three weeks-I can click off the resulting
"pop-up" display, but it eventually comes back. How do I delete it for
good-what's my problem? From your friendly novice!
